Key Responsibilities:

Responsible for ensuring the continuous operation of the Luzon Grid by maintaining power system security, reliability, and power quality through the real-time control of system voltage and frequency. This role maintains the critical load and generation balance across the grid in strict accordance with existing WESM Rules and the Philippine Grid Code. Additionally, the position is responsible for directing full power restoration and blackstart operations for the entire Luzon Grid in the event of a system-wide failure or blackout.

  • Real-Time Grid Frequency & Voltage Control: Execute real-time dispatch schedules every trading interval, manage ancillary service reserves (Regulating, Contingency, and Dispatchable), and direct reactive power adjustments to maintain nominal voltage levels.
  • System Security & Contingency Management: Control power flow within N-1 limits, manage double-line outages (N-2) using System Integration Protection Schemes (SIPS), and authorize switching operations for maintenance and commissioning.
  • Emergency Restoration & Training Leadership: Perform Black Start Operations to restore the grid from system collapse, manage sub-grid integration, and spearhead annual table-top exercises and blackout drills using Dispatcher's Training Simulators.


Requirements:

  • Bachelor of Science in Electrical Engineering and a Registered Electrical Engineer (REE).
  • Minimum of five (5) years of professional experience in power system operations, with exposure to network protections, SCADA operations, telecommunications, and plant/substation operations.
  • In-depth knowledge of load shifting, network re-configuration, generation re-dispatching, and the use of power load flow simulations.
  • Strong technical understanding of network protective relaying, communication protocols, protection settings, and SCADA network functionality.
  • Deep mastery of regulatory requirements including the Philippine Grid Code, Market Operation Rules, Manuals, and Open Access Transmission Services (OATS).
  • Excellent communication skills to interact with internal divisions, executive leadership, and massive external networks (ERC, DOE, IEMOP, MERALCO, and power plants).
