Key Responsibilities:
Carries out activities aligned with the plans and programs of the Section and complies with the Rules on the Transmission Wheeling Rates (RTWR), Rules, Terms and Conditions for the Provision of Open Access Transmission Service (OATS Rules), Wholesale Electricity Spot Market Rules, Ancillary Services Procurement Plan (ASPP) and its Recovery Mechanism (AS-CRM), Philippine Grid Code (PGC), FIT-All and GEA-All Rules and other ERC issuances, rules and regulations.
Responsibility 1: SETTLEMENT OF VARIOUS FINANCIAL OBLIGATIONS
Undertakes the processing of payments on the costs of Ancillary Services (AS), Station Use, and other related fees and charges
Tasks:
1.Evaluates and validates all the documents received from the concerned functional groups and from the Independent Electricity Market Operator of the Philippines (IEMOP) for AS and Station Use Service Providers settlement;
2.Facilitates the payments/settlement of the monthly AS Cost and Station Use Charges per Service Provider and IEMOP every Billing Period upon receipt of the necessary approval;
3.Prepares post settlement reports and submits the same to the concerned offices within and outside of the Corporation;
4.Evaluates the energy consumption (kWh) forecasts of NGCP’s Station Use as submitted by the District offices and prepares the annual forecast budgetary requirements of the same based on the guidelines approved by the Management;
5.Reviews and evaluates the fund transfer/realignment and fund sourcing in accordance with the policy in fund reversion; and
6.Prepares compliances and provide updates on ERC issuances/directives on Feed-in-Tariff Allowance (FIT-All), Green Energy Auction Allowance (GEA-All), Universal Charges (UC), and other new pass-through charges.
Responsibility 2: ADMINISTRATION OF PROCESSES AND INFORMATION
Administers processes and information.
Tasks:
1.Provides meaningful information that can be used for guidelines, procedures, and manuals on the settlement of various financial obligations;
2.Monitors and maintains updated database of financial transactions;
3.Prepare correspondences to existing and prospective Providers and Customers on all provider and customer-related issues and concerns;
4.Prepares reportorial requirements and simulation;
5.Conducts assessment of external and internal audit findings and proposes recommendations to ensure compliance to audit recommendations;
6.Processing of documents submitted by customers related to their VAT-Zero Rated and Exempt status and coordination with internal and external groups on VAT-related concerns; and
7.Processing of issued Official Receipts/Invoices by the Market Participants for the station use and preparation/issuance of Biling Invoices to Market Participants with energy purchase from NGCP in the market.
Responsibility 3: REPRESENTATION TO VARIOUS ENGAGEMENTS
Represents the Section to various meetings, engagement, discussions, etc.
Tasks:
1.Co-represents the Section during regulatory reset applications, ERC-related hearings, public consultations and other meetings and dialogues which are within the section’s scope of work;
2.Plans, collaborates, or interfaces with other components of the Corporation as well as other involved government institutions through participation in various planning and consultation meetings; and
3.Serves as a resource person in public consultations, dialogues, conferences, meetings, information drive ad for a regarding settlement of various financial obligations.
Responsibility 4: SAFETY AND QUALITY MANAGEMENT
Complies with NGCP safety and quality standards and policies
Tasks:
1.Complies with the applicable practices, regulations and standards of NGCP on safety and quality;
2.Participates in self-audit procedures within the Section to ensure compliance with safety and quality standards of the company; and
3.Educates oneself on pertinent safety and quality regulations and upholds a culture of safety and quality in NGCP.
